Scope of practice

Stellar Property Management works exclusively with community associations: condominium associations, homeowner associations, and townhome associations. The firm does not manage rental property. This is a deliberate limit rather than a gap — staffing, accounting systems and board support are built for association governance, which operates under different Illinois statutes from landlord-tenant work.

Credentials and how to verify them

Illinois licenses both community association managers and the firms that employ them. Stellar’s principal, Mirsad Cerimovic, holds Illinois Community Association Manager license #261000524, recorded as active with no disciplinary history. Stellar Property Group Inc. separately holds Illinois CAM Firm license #291000211. Both are verifiable through the Illinois Department of Financial and Professional Regulation license lookup.

He holds the Certified Manager of Community Associations (CMCA) certification, listed in the CAMICB public directory, which also publishes any revocation by name. The Association Management Specialist (AMS) designation from the Community Associations Institute was awarded in March 2020 and is active; both credentials lapse without continuing education.

Separately from association management, he holds a City of Chicago Stationary Engineer’s License and NIULPE power-engineer certification. From July 2007 to November 2024 he was the instructor for the City of Chicago Stationary Engineer’s License exam-preparation course at the SEIU Local 1 Training Fund, taking roughly 700 engineers through the city examination. Management is quoted as a customized flat monthly fee starting at $20 per unit per month, based on building size, amenities, staffing, financial complexity and scope of service. Stellar does not price as a percentage of the association budget, and does not add a separate capital-project planning or management-oversight fee; third-party professional and contractor costs remain association expenses.
